Bo Hines held a one-third stake in investment firm Nxum while serving as President Donald Trump's crypto adviser and lobbying lawmakers to pass the GENIUS Act, according to a Wednesday report from The Wall Street Journal. Nxum received $6.3 million from stablecoin issuer Tether, the company behind USDt, with the first payment landing while Hines was still in the White House.
The payment came amid the passage of the Guiding and Establishing National Innovation for US Stablecoins Act, the federal framework signed into law in July 2025. Hines joined Tether as a strategic adviser in August 2025 and became CEO of its US arm the following month. Tether did not immediately respond to a request for comment from Cointelegraph.
What does the WSJ say Hines did?
According to the report, Hines stayed in contact with his Nxum partners through the Signal app while in government, updating them on progress with the legislation. He also reportedly pressed a partner to frame Republican lawmakers opposing the bill as "undermining the president" and "bought and paid for by democratic shills like Coinbase and a16z."
The Journal's account is sourced reporting, not a court filing; no regulator has accused Hines of wrongdoing. That distinction matters. Conflict-of-interest norms for White House staff carry consequences, but the report itself documents conduct, not charges.
The GENIUS Act ceremony in July 2025 was attended by cryptocurrency executives, including representatives of Tether and Circle, and Trump personally recognized Hines at the event. The optics are the story: an adviser shaping a market-structure law retained financial exposure to a firm on the receiving end of payments from a company the law directly regulates.
How does this fit the broader pattern?
The report adds to scrutiny of whether Trump, his family and his staff personally benefit from legislation they help draft. The president disclosed $1.4 billion in 2025 earnings from digital-asset-tied investments, including millions from World Liberty Financial, the family company behind the USD1 stablecoin. One point the report does not resolve: whether Hines sought or received any ethics waiver covering the Nxum stake. Absent that detail, the record is incomplete.
The revolving door between US regulators and crypto companies continues to rotate. Summer Mersinger, a former CFTC commissioner, resigned three years before her term ended to become CEO of the Blockchain Association. On Wednesday, Solidus Labs announced Kevin Webb, a former CFTC senior counsel and adviser to former Commissioner Brian Quintenz, as its vice president of policy. Dawn Stump, another former CFTC commissioner, joined Solidus as a strategic adviser in 2022.
What happens next for the GENIUS Act?
The law is not yet operational. It requires implementing rules from the Office of the Comptroller of the Currency, the Federal Deposit Insurance Corporation, the Federal Reserve Board and the Treasury Department before it takes effect in January 2027. That rulemaking window gives agencies roughly two years to define supervisory standards, and it gives critics of the legislation's origins time to press for safeguards on who profits from it. Expect the Hines disclosure to surface in any congressional review of how the framework was drafted.
